If I recall correctly it’s typically a soft pull unless the file meets the criteria for a HP and then it will warn you first. After an approval you have to wait 6 months or 180 days, can’t recall which.

CLIs from my experience are very hit or miss with Citi.

I've received probably 4-5 SP CLIs on my Citi (DC) card and they're the only lender I've given not one, but two HP CLIs to. My SP CLIs have been consistent in the $2k-$5k range, where the 2 SP CLIs were I believe $3k and most recently $1600. Basically wasted HP CLIs, IMO. I am currently in the process of reconning the $1600 HP CLI, so I'll report back if the result becomes more favorable.

That's just my personal experience above. I have read reports of individuals with $7500-$10,000 limits going for a HP CLI with Citi and coming away with $25k... so clearly success is possible for some.
